Ballistic Missile Defense Systems Analyst

MSA is seeking experienced, proactive, highly motivated, and well-organized individuals with strong analytical skills to provide test and evaluation (T&E) support services for Ballistic Missile Defense Systems (BMDS) for a DoD client in Huntsville, AL.

Desired experience includes:
Conducting complex analytical studies, developing or adapting analysis tools to suit needs, building reusable, well documented MATLAB utilities, assessing the suitability, effectiveness, survivability, and interoperability of complex military systems, evaluating threat intelligence information as it pertains to system performance. Familiarity with BMDS Elements and components including radar systems, missiles, communications systems, Battle Management, Command & Control, Communication (BMC3), and IR sensors.

Duties include but are not limited to:
  • Apply engineering principles and scientific investigative techniques to support planning, execution, analysis, assessment, and reporting on the strategic and theater/regional BMDS.
  • Participate in meetings and test events – may include overseas travel – and document complete and accurate observations noted in test events.
  • Perform analysis of test events to support assessments of the BMDS, and prepare briefings and reports summarizing analysis and assessments.
  • Work autonomously as well as lead teams of engineers and scientists to investigate complex system behavior, and produce complete technical products.
  • Direct technical work of others, assess complex systems through synthesis of analytical results and expert judgment, review technical documentation, conduct analytical studies and prepare technical reports on research findings.
Education: Bachelors in engineering or a 4 year technical degree 

Clearance: Applicants must hold a SECRET clearance and be able to cleared at the TOP SECRET level.

Deltek Accountant

Senior Accountant with minimum of 3 years experience in full cycle accounting operations in a government-contracting environment. The Senior Accountant will be experienced with Contract Administration, A/P, A/R, and the General Ledger and month-end close. Knowledge of GAAP, FAR, contract administration required. Deltek GCS Premier /Costpoint experience required.

Job Duties:

  • Review & process high-volume Accounts Payable Requests for assigned clients
  • Responsible for the A/R Function on assigned clients, including billing, analysis, and generation of reports
  • Process payroll for third party administrator and reconcile payroll to general ledger
  • Reconcile labor distribution to payroll records
  • Maintain timesheets in Deltek Time and Expense
  • Initiate and maintain all contract accounts
  • Assure compliance with all contract briefs, DCAA requirements, and client requirements
  • Maintain a working knowledge of all assigned contracts and clients
  • Generate, maintain, review and distribute monthly client billings and collections on all assigned accounts
  • Research billing discrepancies, review and record monthly billing adjustments
  • Serve as the liaison to clients and management, ensuring that billings are done correctly and on a timely basis
  • Answer client inquires on a timely basis
  • Maintain files between Deltek GCS/Costpoint and Deltek Time and Expense
  • Prepare Accounts Payable, Unbilled Receivables, Credit Card, Benefit and Payroll Reconciliations
  • Prepare month end journal entries for Payroll
  • Maintain Fixed Asset Inventory
  • Processes weekly Employee Expense Reimbursements and other accounts payables via EFT weekly runs
  • Support the defined needs of the Accounting Department and the organization, including serving as backup to the CFO in his absence

Skills and Abilities:

  • Knowledgeable in generally accepted accounting principles (GAAP) and understanding of accruals
  • Proficiency with Deltek GCS Premier/Costpoint, Deltek Time and Expense
  • Possess ability to analyze financial data to make recommendations to improve the financial performance, profitability, or cash position of the company
  • Demonstrates strong understanding of our business and industry
  • Demonstrates adherence and commitment to MSA policies and procedures
  • Proficient in MS Word, Excel, PowerPoint and the Internet, Google Apps and the governments Wide Area Workflow payment system (WAWF)
  • Demonstrates excellent verbal and written communication skills
  • Applies principles of logical thinking to define problems, collect data, establish facts, and draw valid conclusions
  • Demonstrates strong organization skills and attention to detail
  • Works on multiple tasks simultaneously with regular interruptions

  • Coordinate audits with independent auditors and regulatory agencies (DCAA), oversee preparation of required items

Minimum Qualification:

  • BA/BS Accounting, Finance or Business Management required
  • Minimum 3 years of accounting experience in a professional business environment
  • Minimum of 2 years Deltek GCS/Costpoint experience

Preferred Qualifications:

  • Masters Degree, with five years of related experience; Three years or more of Deltek GCS Premier/Costpoint and Time and Expense experience preferred. Contract management experience is preferred.
