The applicant will provide oversight of all facets of a continuity of operations (COOP) contract with a civilian Federal agency. This includes the development of a project management plan, milestones, deliverable reviews, budgeting, and technical reports. This applicant should be familiar with the guidelines presented in Federal Continuity Directive (FCD) 1 & 2 and must have experience incorporating the elements of a viable COOP Plan into Federal agency plans. The applicant must have experience using the FCD-2 worksheets to conduct a Business Impact Analysis (BIA) on agency functions to determine their workflows, required resources, and known inputs and outputs. The applicant must possess a broad background in federal preparedness activities and have performed in leadership roles in developing and exercising COOP Plans.
Basic Qualifications:
- 15+ years of general experience
- 10+ years of specialized experience with COOP, TT&E, policy, and all-hazards planning
- Experience with business continuity and coop planning
- Knowledge of Federal continuity of operations programs and polices
- Active Secret clearance

Preferred Qualifications:
- Certified Master Continuity Practitioner Level I or II
- Certified Business Continuity Planner by the Disaster Recovery Institute
- Project Management Professional (PMP) Certification
- HSEEP or MEP Certification
