Army Evaluation Center – Test and Evaluation Support

 MSA is a prime contractor providing Operational Test and Evaluation services. The AEC Omnibus is a multi-award IDIQ valued at $400 Million dollars. The overall scope of the Omnibus contract is to provide support of evaluation and analysis, planning and review of T&E documentation, data reduction and analysis support, and to prepare input to system assessment and system evaluation documents.

Joint Enterprise Research, Development, Acquisition and
Production and Procurement (JE-RDAP) IDIQ
MSA is a prime contractor on JE-RDAP, a multi-award IDIQ valued at 8.27 Billion dollars. Army Research Laboratory (ARL) Advanced Expeditionary

  MSA is a subcontractor to Battelle. AEWD is 5-year, $800 Million Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide basic and applied research, advanced technology development, demonstration and validation, and operational systems development services for the U.S. Army Research Laboratory (ARL) Advanced Expeditionary Warfare Development (AEWD) program. The AEWD IDIQ supports the Department of Defense and other Government agencies in the delivery of research and development services to provide technology-based solutions against adaptable threats.

Edgewood Chemical and Biological Center Research and
Technology (ECBC R&T) Directorate BPA
 MSA is a subcontractor to DCS Corporation on this contract vehicle providing support to the US Army ECBC located in the Edgewood Area of Aberdeen Proving Ground, Maryland, which conducts basic and applied research for defense against Chemical and Biological (CB) attack, for deterrent capability against such attack, and in smokes and obscurants. The primary purpose of this vehicle is to provide this directorate with research, development, technical management, and administrative support for the execution of its assigned programs in basic research and exploratory development.

Houston-Galveston Area Council (HGAC) All Hazards
preparedness, Planning, Consulting & Recovery Services BPA
 MSA is a subcontractor to Olsen group on the HGAC blanket contract vehicle. The Houston-Galveston Area Council (HGAC) is a regional council of governments operating under the laws of the State of Texas and governed by a board comprised of 35 elected officials from the 13 county region. This will allow for MSA to provide professional planning, consulting services and interim recovery services in the areas of Homeland Security, Emergency Response, Disaster Recovery and All Hazards Planning for the Houston area.

JE-OPETS BEI Multiple Award Indefinite Delivery/Indefinite Quantity (MA/IDIQ) MSA is a subcontractor to DSC on the JE-OPETS BEI IDIQ, a 6 year, 249 Million dollar IDIQ.  Team DSC is one of 12 awardees to support Department of Defense (DoD), Office of the Secretary of Defense’s (OSD) Joint Enterprise Omnibus Program, Engineering and Technical Support (JE-OPETS) Business & Analytics, Engineering & Technical, And Information Technology, Business & Analytics, Engineering & Technical, And Information Technology (BEI) program.  Period of performance runs through 2024.

Joint Test and Evaluation (JT&E) IDIQ MSA is a subcontractor to Booz Allen Hamilton (NYSE: BAH) for the Technical and Engineering Services for the Joint Test and Evaluation (JT&E) Program. This 10 year, 900 Million dollar IDIQ combines defense science community expertise and warfighter experience in efforts to examine and address complex joint operational challenges. It leverages a test and evaluation methodology intended for joint military community applications. MSA will support this contract in the following areas: Program and task level engineering, Test, and Analysis. Period of performance runs through March 2028.

Responsive Strategic Sourcing for Services (RS3) IDIQ MSA is a subcontractor to STG, Inc. and BMA on RS3, a multi-award IDIQ valued at $37.4 Billion dollars.  RS3 provides knowledge based professional engineering support services for programs with Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) related requirements, which include: Engineering, Research, Development, Test and Evaluation (RDT&E), Acquisition and Strategic Planning and Education and Training Services. Period of performance runs through March 2027.

Rapid Acquisition of Materials for Prototyping (RAMP) MSA is a subcontractor to Dynamis on RAMP, a $192 million multiple award IDIQ  that develops, prototypes, evaluates, and provides worldwide technical and field support of advanced research and development and specialized sensors for Night Vision and Electronic Sensors Directorate (NVESD) and other agencies.  RAMPis a highly accessible, one-stop-shop contract vehicle to support the Army’s rapid prototyping needs.  Period of performance runs through 2021.
